Should school buses have seat belts? It’s a question that concerns both safety professionals and parents—and the answer isn’t simply yes or no.

The good news is that large school buses are already among the safest vehicles on the road. Federal regulations don’t require passenger seat belts on buses over 10,000 pounds. Instead, they rely on compartmentalization—closely spaced, high-backed, energy-absorbing seats designed to protect passengers during a crash.

And the numbers are striking. From 2015 through 2024, NHTSA reports 119 occupant deaths involving school transportation vehicles—70 passengers and 49 drivers.

So why not require seat belts anyway?

Because the evidence for a universal mandate isn’t conclusive. Large school buses provide substantial protection through their size, weight, elevated seating position, and compartmentalized design. NHTSA has concluded that the available evidence doesn’t demonstrate enough additional benefit to justify a federal mandate.

But there’s another side.

Three-point seat belts can provide additional protection, particularly in rollovers, side impacts, and other crashes where compartmentalization may be less effective.

That’s why the states don’t all agree.

Currently, eight states require seat belts on large school buses: Arkansas, California, Florida, Louisiana, Nevada, New Jersey, New York, and Texas. Iowa also requires lap and shoulder seat belts on new buses under state rules.

But those requirements differ. Some states require installation; others also require students to use the belts. Florida, for example requires both installation and use on covered buses, while New York leaves belt-use policies to individual school districts.

So where does that leave us?

Seat belts aren't federally required on large school buses because these buses are already exceptionally safe. But “safe” doesn't necessarily mean “as safe as possible.”

And there’s another consideration: emergency evacuation. Children must be able to get out quickly if a bus is involved in a fire, rollover, or other dangerous situation. Requiring every child to buckle and unbuckle adds another step—and that matters when seconds count.

So the real question isn't simply whether seat belts are safer. It’s whether their added protection in certain crashes outweighs the cost, complexity, and potential challenges of keeping children properly restrained—and getting them safely unrestrained when an emergency requires evacuation.

For parents and safety professionals alike, school-bus safety isn't about choosing between protection and evacuation. It’s about making sure we get both right.
