Think about the last time you walked into a school, hospital, restaurant, high-rise building, warehouse, or manufacturing operation. You probably weren't thinking about building codes. But those codes help govern the design and construction of the buildings we use every day. They address walls, doors, electrical systems, fire protection, plumbing, and exits. Together, these requirements help make buildings safer and more usable.

One of the key organizations behind these requirements is the International Code Council, or ICC. The International Code Council is a nonprofit organization headquartered in Washington, D.C. With more than 700 staff across its organization and subsidiaries, ICC develops model codes and standards used by governments throughout the United States and around the world. But ICC itself is not a government agency. Its codes are model codes that become legally enforceable when adopted by a government jurisdiction.

The ICC publishes the International Codes, commonly referred to as I-Codes—a coordinated family of model codes covering construction and safety. They include the International Building Code, Fire Code, Residential Code, Energy Conservation Code, Green Construction Code, Plumbing Code, Mechanical Code, and Fuel Gas Code. This family of codes are more commonly known by their acronyms: IBC - IFC - IRC - IEC - etc. The International Code Council also publishes codes addressing existing buildings, property maintenance, swimming pools, wildland-urban interfaces, and other specialized areas.

One important note is that the ICC organization itself does not make their codes federal law. They are model codes that become enforceable when adopted by a state, county, city, or other government jurisdiction. A jurisdiction can adopt a code as published, or modify it with local amendments, additions, or deletions. That means requirements can vary by location and by code edition. The applicable edition—and any local amendments—matter.

So, when someone says, “The IBC requires it,” that may not tell the whole story. The better question is: "Which edition of the IBC has been adopted in this jurisdiction, and what amendments apply?" The same question applies to the Fire Code, Energy Code, Plumbing Code, Mechanical Code, and other I-Codes.

The I-Codes have a broad reach. The International Building Code is used or adopted in all 50 states, as well as the District of Columbia and several U.S. territories. Every state has adopted I-Codes in some form. That makes them important to architects, engineers, contractors, inspectors, manufacturers, and building owners. They are especially important when products are being specified. Labels, fire-protection products, photoluminescent materials, guardrails, bollards, and exit systems may need to meet an adopted code—or a standard referenced by that code. And those referenced standards can be just as important as the code itself.

So, here’s the bottom line: The ICC develops model codes. Government jurisdictions adopt them. Local amendments can modify them. And once adopted, they can become enforceable requirements. The code name alone isn’t enough. The applicable code, edition, and jurisdiction determine what requirements govern the project.

Know the code. Know the edition of the code. And most importantly, know what has actually been adopted where you are building or making modifications.
